The purpose of the entire system is to connect users with the project administrator.

SIMPLE EXPLANATION OF THE SYSTEM

A ticket is submitted by a user, and the administrator has access to it.

They can comment on a given topic - whether it's a problem/question/suggestion or anything else (the topic is irrelevant), and the administrator resolves the user's issue. 

Once a final consensus is reached, the ticket is closed. In gaming environments, this can be used for complaints, suggestions, applications, problems/questions, and much more.
