AMXX Models Players plugin will allow you to display non-standard models to players by :

1.Nickname

2.SteamID

3.Access flags

4.For steam players,

5.For everyone in general.

Each player, if desired, can personally disable the visibility the models using the chat command :

say /models - Toggle visibility of custom models.
